Join National Call-in Day to Oppose Sweeping Changes to Federal Grantmaking Process

About the Proposed Changes

The Office of Management and Budget (OMB) is expected to publish a final rule on or near September 1 to make sweeping changes that would overhaul federal grantmaking. Nearly 500,000 public comments were submitted during the 45-day comment period this summer, of which 86 percent opposed the proposal, per the National Council of Nonprofits. If implemented, the proposal would create significant financial risk and instability for federal grantees, including but not limited to nonprofits, making it more difficult to provide vital services to communities.

The proposal attempts to grant unprecedented power to any administration to withhold, suspend, or terminate grants without notice and without cause, or to change terms and conditions mid-performance. The proposal could allow an administration to determine federal awards based on partisan ideology, rather than objective criteria, community needs and congressional intent. Taken together, these changes would force grantees to face unpredictable financial, legal and reputational risks that increase the costs of accepting federal grants. Many effective and qualified grantees may be unable to accept those risks. This could lead to disruptions to essential services, including housing, community development, health, education, food, shelter, community services, disaster recovery, and more in local communities.

With the comment period closed, nonprofits are now urging Congress to block the harmful proposal.

Ultimately, the proposal will harm hardworking Oklahomans by jeopardizing access to housing, community development, health, education, food, shelter, community services, disaster recovery, and more. I respectfully ask the Senator to take action now to stop this proposal.
